Gates & Associates' public sector abilities are tempered by a strong tie to the “real world.” Having worked extensively with both public agencies and private sectors, we have developed valuable insights to effectively communicate with our clients. We have expertise in the intricacies of the review and approval processes, as well as in the project management of multi-million dollar projects executed in a timely and efficient manner. We find this mixed orientation extremely valuable in the development of successful land plans. We are able to make planning tools flexible enough to account for changing market conditions, while ensuring predictable public benefit. This private sector knowledge allows us to create specific plans and master plans that are truly “implementable.” Our products are not vague planning policies but specific design recommendations. We know the cost and realities of the market place.

Working with the Public Agencies :

One of the mainstays of our firm is public-sector work such as parks, streetscape beautification plans and trails, civic centers, roofdecks, plazas, community centers, and urban design guidelines. This experience ranges from the conceptual policy level to construction administration. Our clients have included numerous cities and counties in Northern California and Nevada. We proactively manage projects to meet community expectations and governmental regulations while maintaining the project budget and schedules. We have extensive experience in preparing construction documents for public bid and we also conduct in-house constructability reviews to minimize questions and change orders during bid or construction process. We are experienced in coordinating complex sets of documents with multiple agencies and consultants. Our understanding of construction issues and costs allows us to accurately describe the impacts of various improvements.


Community Facilitation

     We have extensive experience in a pro-active management style with which we actively assist our clients in preparation of agendas and facilitation forums for community input.
     Our approach is oriented to building community support through inclusion and to identify an approach that addresses the concerns of all the stakeholders. The consensus-building techniques we use put various viewpoints into focus, relying upon graphic exhibition and facilitation tools to allow the community to actively participate in the process. We design the community outreach process to maximize meaningful participation. The secret to our success is that we truly believe in the value of the input process and we view the community workshops as an opportunity to gather critical insights rather than as an opportunity to present pre-conceived design concepts.
